Once you get past the starter areas there will be bosses everywhere you can cap elite skills from. Just check up the wiki on the areas you are entering and bring a cap signet and you will soon have a nice selection of elite skills available for heroes. Read up on builds and dont just buy all skills you see, pick the ones you need.
Apart from that. Yes Guild Wars is somewhat dormant in some places due to old age, but there are still hundreds of hours of fun playtime in it for a new player

Don't hesitate to get it going, and find a guild with nice people. Maybe the first guild you join isnt good, but then the next or the third will be a good place for you

I'm sure you'll find plenty of enjoyment in the game especially with it all being new to you. I played prophecies and factions thru with only henchmen and rarely partied up with other players and did just fine. Nightfall and The Eye of the North expansion give you heroes which are just customizable henchmen you can set up however you need them. Shop around for a guild if you see the need but I've never belonged to one nor felt the need to be in one but thats just my antisocial playstyle, hey its worked for me for 5 years. Enjoy!
